I assume you had some coursework in HR as part of your degree, so you are at the least familiar with terminology and the different technical specialties within HR, as well as with HR generalist duties.
With a degree you might consider starting in an HR administrative capacity, perhaps as a temporary employee, to get exposure to an HR department, the confidentiality, types of documents, different types of positions -- benefits, recruiting, employee relations, HRIS, compensation, etc. With no experience having a staffing agency represent your skills, attitude, demeanor, personal qualities may be the best foot in the door.
